A 388-unit housing complex planned for 32 acres on Chino and Fern avenues will require wheelchair access and new storm and sewer drains.
And Chino residents-to-be will be stuck with the bill.
The developer of the town homes and condominiums complex, D.R. Horton, is expected to vote in favor of creating a community facilities district on the property.
